Education Cabinet Secretary Amina Mohamed Wednesday said the students will receive loans through the cards to cater for tuition and accommodation charges instead of money being credited to their bank accounts.
The smart cards will allow timely disbursement of loans and eliminate errors experienced in the past when learners give wrong bank details.
The move is also aimed at boosting transparency amid reports of fraudulent dealings.
All Higher Education Loans Board (Helb) beneficiaries joining universities this year will be required to have smart cards.

“The cards will ensure effective and efficient management of funds that have been invested in the education sector by the government. I also remind universities that as earlier directed, this smart card solution must be in place in September this year,” said Ms Mohamed.
Technical institutions will implement the smart card solution by December 31 this year.
Helb Chief Executive officer Charles Ringera said the cards will allow timely disbursement of loans and eliminate errors experienced in the past, such as wrong bank details.
“For those joining universities in September, they must have the smart card, else you will not get funding," said Mr Ringera who explained that the move is to ensure that university administrators do not give misleading information on beneficiaries.
