Treasury eyes Sh20bn to build hostels in varsities

The National Treasury is targeting to raise Sh20 billion for the development of hostels at three public universities.

The Treasury on Monday said it would Tuesday hold an investor conference at InterContinental Hotel, Nairobi, with potential bidders to fund the new bed capacity in the universities.

The targeted institutions of higher learning include Embu University College, South Eastern Kenya University (SEKU) and Moi University through public-private partnerships (PPPs).

“The Public Private Partnership Unit, under the National Treasury, will … hold an investor conference on the development of hostels by for public universities in a bid to boost bed capacity,” said the Treasury in a statement.

It added that the intention is to host an extra 30,000 new beds.

“The conference is aimed at helping secure bids for the Sh20 billion development of additional hostels across three universities… The government intends to add an additional 30,000 new beds using PPPs in universities,” it said.

In an earlier release, Treasury Cabinet secretary Henry Rotich had said Embu College would get an additional 4,000 beds, Seku 5,400 while Moi would get an extra 14,000 – bringing the total to 23,400. However the total number has now been raised to 30,000.

The scarcity of hostels has arisen due to an increase in student enrollment in the institutions.

Several public institutions of higher learning are understood to have sought Treasury’s approval to use PPPs to finance hotels to house 60,000 — among them being JKUAT, Maseno, Egerton and the Kenya school of Government.

Potential investors, the PPPU and the vice-chancellors of the universities are expected to attend today’s meeting.
