Inside Boinnet’s exit package as term ends

Inspector-General of Police Joseph Boinnet’s four-year non-renewable term ends on Monday with a Sh6.56 million send-off package.

This sets the stage for President Uhuru Kenyatta to name a new police chief amid jockeying for the post.

Mr Boinnet was appointed on March 11, 2015. The constitution grants the head of police a four-year non-renewable term.

The commissioner, 57, will earn a service gratuity of Sh6.56 million for his four year service and is due to receive State pension for the 30 years he served in the police service and National Intelligence Service (NIS).

He was sworn in as commissioner in 2015 from the NIS where he worked as a principal intelligence officer. He joined NIS in 1998.

Before NIS, he had been in the police service since 1984 and rose through the ranks to become a Senior Superintendent of Police.

Mr Boinnet earned a gross salary of Sh35.3 million during his four- year stint based on the Salaries and Remuneration Commission (SRC) figures.

But the pension department will offer his gratuity equivalent to 31 percent of his basic pay over the period.

Send off package

The basic pay is 60 per cent of the gross salary or Sh21.2 million, putting his gratuity or send off package at Sh6.56 million.

Intense lobbying has started for his replacement, with the Director of Criminal Investigations George Kinoti as well as Boinnet’s deputies — Edward Mbugua and Noor Gabow being seen as possible candidates.

Former National Counter Terrorism Centre Director Isaac Ochieng’, General Service Unit Commandant Douglas Kanja, Director of Corporate Communications Charles Owino and the Police Training College Commandant King’ori Mwangi were also mentioned as some of the potential candidates for the position.

In 2014, the law was changed to allow the President to nominate the Inspector-General of Police ahead of vetting by the National Assembly.

That led to the appointment of Mr Boinnet following the resignation of David Kimaiyo in 2014.
