Interior Cabinet Secretary Fred Matiang’i and his Treasury counterpart, Henry Rotich, secured expanded powers in a new governance structure announced by President Uhuru Kenyatta, technically elevating them to the status of super ministers.
The two will now be responsible for supervising and coordinating implementation of President Kenyatta’s ‘Big Four Agenda’ projects through a powerful committee of Cabinet secretaries that will monitor routine progress reports on all projects across the country.

“For the efficient co-ordination and administration of national government development programmes and projects across the Republic, and for proper discharge of the executive authority across the nation, there is a need to establish implementing and co-ordinating committees at various levels,” Mr Kenyatta stated in an executive order.
Monthly reports
The Matiang’i-led committee will act based on monthly reports prepared by another technical committee made up of principal secretaries in charge of dockets relating to Mr Kenyatta’s Big Four Agenda legacy projects.
The Big Four projects target manufacturing, universal healthcare, food security and affordable housing.
The team, whose membership comprises all Cabinet Secretaries, Attorney-General Paul Kihara and Head of Public Service Joseph Kinyua, will also give guidance on addressing emerging challenges, monitoring and evaluating follow-up mechanisms for resources to ensure proper use of funds and meeting of targets.
Mr Kenyatta said the committee will also be responsible for providing strategic communication on all government projects and communications to taxpayers and other stakeholders such as development partners.
The Interior PS will chair the technical team, which will be responsible for proposing budgets for the projects, giving work plans for implementation, supervising, delivery of the individual projects and managing relationships between various State entities.
The new governance structure also includes the eight regional development implementation co-ordination committees in the former provincial administrative units chaired by regional coordinators, and county development implementation co-ordination committees under the leadership of the county commissioner in the 47 counties.
