Nyeri budgets Sh36m for Gakuru’s family

Nyeri MCAs have set aside a Sh36 million compensation package for late governor Wahome Gakuru’s family and another Sh10 million to offset expenses incurred during his funeral.

The move sets a new record in use of public funds to comfort families of public officials who have died in office.

A report tabled in the County Assembly on Thursday, shows that the Budget and Appropriations Committee has proposed changes to the Supplementary Budget to provide for the expenditure.

Separately, Sh20 million has been set aside to pay for insurance premium though it is not specified who will be the beneficiaries of the cover.

Dr Gakuru died in a road crash at Kabati along the Thika-Sagana highway on November 7.

He is the second Nyeri governor to die in office after the first governor, Nderitu Gachagua, died in February this year and was replaced by his deputy.

The budget report will be debated by the whole assembly and if adopted, Governor Mutahi Kahiga will spend taxpayers’ money according to the plan. 

The budget plan also shows that farmers and the youth have lost after the MCAs removed the provision for sports and buying manure and instead allocated the cash to ward development projects. 

The Budget Committee also wants Sh30 million allocated to ward specific funds under development expenditure and the allocation to access roads increased by Sh85 million to Sh135 million.

Besides, the MCAs have scrapped the Sh14 million that had been set aside to buy the new governor a vehicle.

The Sh24 million that had been set aside for procurement of manure to improve soil fertility and agricultural productivity has also been knocked off and moved to construction of roads.

The Department of Finance and Economic Planning, which had an initial allocation of Sh50 million, has also had its budget chopped to Sh30 million and the funds redirected to projects in different departments.

“The whole allocations may not be absorbed due to limited time remaining to the closure of the financial year,” said Mr Wahinya, the chairman of the Budget Committee.

Sh50 million allocated for construction of buildings within the county assembly have also been moved to construction of roads.

The Department of Water, Environment and Natural Resources is one of the potential big winners in the supplementary budget and has been allocated Sh300 million.
