All human resource officers in Kenya will now pay a mandatory Sh7,000 annual membership fee to their professional association, the Institute of Human Resource Management (IHRM).

The IHRM will only issue practising certificates to human resource officers who pay the amount with those who work without the approval liable to a Sh200,000 fine or two years in jail.

The introduction of the certificates is part of new practices under the Human Resource Management Professionals Act (2012), which the association is now starting to implement.

“For you to get a practising certificate you’ll have to apply at a fee of Sh1,000. Upon vetting you will pay Sh7,000 and on the following year that will be the renewal fee for every practising certificate,” Elijah Sitima, the new chairman of the IHRM Council, said last week.

“As per the law, IHRM has developed rules and regulations for issuing the certificates.”

The amount compares favourably to accountants whose annual membership fee to the Institute of Certified Public Accountants is Sh10,000.

It is, however, much higher than what journalists pay (Sh2,000) to the Media Council of Kenya and nurses (Sh2,000) to the Nursing Council of Kenya.

Mr Sitima said they expect all human resource officers currently working to have registered by the end of this year.
