Matiang’i gazettes Posta boss despite board opposition

The Postal Corporation of Kenya (PCK) boss will start a new three-year term this Friday amid controversy over his hiring.

ICT secretary Fred Matiang’i formally appointed Dr Enock Kinara as the postmaster-general through a gazette notice issued last Friday.

The PCK board had evaluated the performance of Dr Kinara, whose term expires this month, and rejected his quest to have another go at the helm of the State corporation.

The PCK board expressed its displeasure over the renewal of Dr Kinara’s term in a letter addressed to Dr Matiang’i in May.

“The board has rejected the contract renewal of Dr Enock Osoro Kinara for three years as requested in his letter dated February 19, 2015 due to the fact that he did not meet the threshold as set by the board,” noted the board in the letter dated May 12, 2015.

While the team had set 70 plus 1 per cent as the threshold for renewal of the term, Dr Kinara was said to have scored 68.3 per cent.

In a letter dated May 21, the State Corporations Advisory Committee sought to remind Dr Matiang’i of the regulations guiding the reappointment of a serving chief executive and affirmed the board’s recommendation for a new appointment instead of renewal of Dr Kinara’s contract.

The postmaster-general is the chief executive of the corporation and is responsible for day to day management.
