Majority Leader Aden Duale has claimed that taxpayers lost Sh15 billion in the sale of the Kenya Petroleum Refineries Limited (KPRL) to Essar Oil Energy.

The allegation prompted National Assembly Speaker Justin Muturi to direct the Enery Committee to table its report on the sale within 10 days.

Mr Duale and Changamwe MP Omar Mwinyi protested that they had not been invited to table damning evidence before the committee chaired by Kigumo MP Jamlick Kamau, which started investigating the sale three months ago.

“One and a half months ago, I said KPRL was sold at a paltry $3 million (Sh258 million). If you sell the refinery tanks as scrap metal it will fetch in excess of $10 million,” said Mr Duale.

He claimed that since the agreement with Essar was signed, Kenyan taxpayers have lost over Sh15 billion.

Mr Duale said he had damning evidence that “senior government officials in the former Grand Coalition Government were part of the scheme to dispose of the property at a throw away price in order to benefit directly.”
