At least 26 counties are staring at a cash crunch after the Controller of Budget (CoB), Margaret Nyakang’o, declined to approve their budgets due to non-compliance, blocking disbursements.
The CoB returned budget documents to 18 counties that could not link allocations to specific projects, disguising recurrent expenses in development plans and withholding planning documents.
