A new tax system set to roll out on August 1 faces fresh obstacles after revenue authorities from Kenya, Uganda and Rwanda failed to strike an agreement with freight agents in Mombasa.

The new system, called Single Customs Territory and announced a month ago, requires that customs duties for goods destined for Uganda and Rwanda be collected from Mombasa.
