Salaried workers contributed Sh47 billion to the Social Health Authority (SHA), accounting for 62 percent of the public insurer’s total funding in the year to June, despite making up only about 20 percent of contributors, highlighting a heavily skewed burden-sharing model.

An analysis by the Parliamentary Budget Office (PBO) shows that although SHA membership is now far above what NHIF ever had, it has fewer contributors, most of whom are formal workers.
