The Council of Governors (CoG) has accused the national government of trying to claw back some of the devolved functions through President Uhuru Kenyatta’s Big Four agenda.
CoG chairman Wycliffe Oparanya told Parliament that agriculture, health and water were devolved functions that the national government was seeking to take through its four-point agenda. The agenda seeks to deliver food security, affordable housing, manufacturing growth and healthcare by end of President Kenyatta’s term.
“This so-called Big Four agenda is something that is alien to us because we were never consulted or involved in any way. “Housing and health are devolved. This is one way of taking over county functions through the backdoor,” Mr Oparanya told the Senate Committee on Finance and Economic Planning. He said the CoG at a meeting at State House insisted to know their role but Mr Kenyatta appeared surprised. “He directed Interior CS Fred Matiang’i to meet us at Harambee House after the State House meeting to take us through the Big Four.
“Two ministers for Housing and Health also attended. How can somebody come to my county and take over health or housing without my knowledge?” posed Mr Oparanya. He asked the Senate to help the counties in stopping the Managed Equipment Service saying it is a huge scandal.
“Leasing of medical equipment is another Anglo Leasing scandal. Unless the Senate stops it, it will be a big animal.
“They installed a CT scan worth Sh155 million when I had purchased a similar CT scan at Sh55 million,” he said.
