Bill seeks return of powerful PM, weak president

A Bill seeking to create a powerful executive office of the prime minister and a single seven-year ceremonial president has been published.

Tiaty MP William Kamket, the sponsor of the Bill, wants the Constitution amended to scrap the position of the deputy president and increase the number of legislators in the Senate.

The Bill also seeks the creation of the position of Leader of the Opposition who will also be required to name members of a shadow Cabinet in the House.

The Bill further proposes that Cabinet secretaries should be picked from among members of Parliament.

Mr Kamket says the PM post will be filled by an elected Member of Parliament. The holder of the PM post will be the Leader of Government Business in the House.

The constitutional changes will also see the reduction of functions and powers of the president.

“The Bill seeks to amend the Constitution to limit the president to a ceremonial role of head of state and a symbol of national unity who should not hold any elected or appointed office within a political party,” Mr Kamket said in the Bill.

The president is to be elected at a joint sitting of Parliament convened on the first Thursday of December every seventh year or in any other circumstances provided for under the Constitution.
