Parliament reinstates fat pay for lawmakers

Parliament has issued a notice that it will pay MPs higher salaries and perks as well as offer them the scrapped Sh5 million car grant after the court temporarily set aside a July Kenya Gazette notice that cut their salaries.

MPs on December 14 obtained a reprieve after the High Court suspended the implementation of a gazette notice which stipulated that their sitting allowances among other benefits should be reduced.

The cuts included the scrapping of the Sh5 million car grant given to every legislator, removal of certain allowances and a Sh90,000 reduction in basic monthly pay.

National Assembly Clerk Michael Sialai, in a Friday memo, said Parliament would revert to old pay structure, setting the stage for MPs to earn extra millions of shillings.

“The PSC reverts to remuneration package for Members of Parliament, as it was immediately prior to the suspended gazette notice with effect from December 14, 2017,” he said in an internal memo to all MPs dated January 19.

Mileage reimbursement

“As a result of this development, we will be processing mileage reimbursement in accordance with the SRC Circular of November 15, 2013.”

In the 2013-2017 pay structure, the House and Senate speakers earned a maximum of Sh1,320,000, the Majority Leader Sh1,056,000, Minority Leader Sh1,020,670 and MPs as well as Senators Sh710,000.

Following the July review, the Speakers were to earn a monthly gross package of Sh1,155,000, their deputies Sh924,000, Majority and Minority leaders Sh765,188 and MPs Sh621,250.

Their plenary sitting allowance of Sh5,000 was removed and transport allowances paid once a month based on rates fixed for the distances covered — ranging between Sh266,663 for a return journey of 750km and Sh738,833 for more than 1,500km. Previously it was uncapped.

The SRC, which sets wage levels, in July announced lower salaries of top officials, including the President, MCAs and lawmakers, starting last September to save Sh8.5 billion a year.
