Teachers promotion row heads to Labour ministry for solution

A dispute on the promotion of teachers with higher academic qualification has now been taken to the Ministry of Labour for conciliation.

Teachers Service Commission (TSC) chief executive Nancy Macharia and Kenya National Union of Teachers (Knut) secretary-general Wilson Sossion have been invited to a meeting to resolve the issue on Friday.

In a letter dated March 13, Ministry of Labour official Hellen Maneno said the meeting would take place at the NSSF Building in Nairobi starting 10am.

“In an endeavour to have the matter resolved amicably you are invited to the meeting. Kindly submit your respective proposals and memorandums to me before then,” she said.

Another issue that will be on the table for discussion is the implementation of the policy of delocalisation of teachers, which the union has expressed its reservations against.

The rolling out of performance contracting as well as appraisal and development for school heads and teachers respectively without an agreement with the union will also be discussed.

The Knut has been pushing for the promotion of teachers who have attained higher qualifications noting that since 2014, more than 30,000 teachers had not been promoted.
According to Ms Macharia, the TSC recognises higher qualifications.

“Acquisition of knowledge and skills should be a lifetime endeavour to enable teachers to operate within a dynamic professional context,” she said in a statement.

Ms Macharia added that the TSC is implementing the 2017-2021 collective bargaining agreement and has developed career progression guidelines, which recognise various qualifications depending on the particular positions.
