The American investors behind the Nairobi–Mombasa Expressway have been sent back to the drawing board, where they are now expected to prepare a fresh Project Development Report (PDR) to demonstrate the bankability of the Sh468 billion public–private partnership (PPP) project.
The PPP Directorate, in a latest quarterly update, revealed that the construction of the 419-kilometre toll road had reverted to the “Project Development/Feasibility Study” stage, weeks after the PPP Committee rejected the project’s development report (PDR) for failing to meet key criteria, including affordability and public interest.
