IMF upsets Treasury with calls to classify new SGR cash as debt

The International Monetary Fund (IMF) has asked Kenya to add pending bills, infrastructure funds from securitisation and non-guaranteed loans by State corporations of over Sh1 trillion to public debt, setting the stage for a confrontation with the Treasury.

Kenya currently has a narrow definition of public debt, which only includes loans and government securities, including Treasury bonds and bills.
