The Rabobank experience demonstrates that cooperative ownership can coexist with strong professional management, if clear accountability frameworks are in place.

Kenya’s savings and credit cooperative organisations (sacco) sector is at a pivotal moment. For decades, saccos have been central to financial inclusion, mobilising savings, extending credit, and supporting households and SMEs across the country.

Yet beneath this success lies a structural fragility defined by fragmentation, weak governance in some institutions, and absence of a system-wide liquidity backstop. The Sacco Societies (Amendment) Bill, 2025 represents a decisive attempt to address these weaknesses, proposing a transformation that would fundamentally reshape the sector into a more integrated, stable, and bank-like system.
